    Abstract

    Pretende-se partir de uma breve revisão sobre a noção de “Desenvolvimento Rural”. Em 2001, a Revista Estudos Avançados da USP publicou em volume 15, número 43, o Dossiê Desenvolvimento Rural, cujo conteúdo apresenta diversos enfoques. Optou-se neste trabalho pela resenha dos artigos de três autores (Veiga, J. Eli; Navarro, Zander; Silva, José Graziano da). Trata-se realmente de um dossiê, pois se revela como uma síntese das principais discussões que envolvem tanto o debate sobre desenvolvimento como a especificidade do desenvolvimento rural brasileiro. O interesse em desenvolver essa primeira reflexão sobre os referenciais conceituais, à luz de bibliografias contemporânea relacionadas à própria noção de desenvolvimento rural, deve-se a diversas indagações e certo estranhamento a visão de desenvolvimento rural ora no âmbito do mercado ora como ação de Estado. Observou-se a necessidade de constituir um arcabouço teórico que nos permitisse identificar quais as interfaces da noção de desenvolvimento rural, ou noções de desenvolvimento rural, com a teoria econômica. Por um lado, a primeira vista, percebe-se que vários atores políticos utilizam esta referencia com base em alguns princípios básicos como a melhoria da condição de vida da população (bem-estar) ou alterações na estrutura produtiva e de serviços das áreas rurais e a relação Estado e mercado. ----------------------------------------------It is from a brief review on the concept of "rural development". In 2001, the Journal of Advanced Studies USP published in volume 15, number 43, the Rural Development Dossier, the content of which presents several approaches. Our choice is to work for the review of the articles of three authors (Veiga, Eli J.; Navarro, Zander; Silva, José Graziano's). This is really a dossier because it is as a summary of the main discussions involving both the debate on development as the specificity of rural development. The interest in developing this first reflection on the conceptual reference in the light of contemporary bibliographies related to the concept of rural development, is due to several questions and some strangeness the vision of rural development now under the market now with action of state. There is a need to provide a theoretical framework that would allow us identify the interfaces of the concept of rural development, or notions of rural development, with economic theory. First, the first sight, realizes that several political actors use this reference based on some basic principles such as the improvement of the condition of living of the (welfare) or changes in the production structure and services of rural areas and State and market relationship.
