Assessoria Em Assentamentos Rurais: Entre O Ideal Concebido E O Real Praticado

Abstract

A volta da reforma agrária está no bojo das conseqüências da modernização da agricultura no tocante à exclusão social e produtiva de parcelas da população rural que não conseguiu se inserir nas novas dinâmicas sociais e produtivas. A alternativa foi buscar formas para continuar no espaço rural. Mesmo que insuficiente, a reforma agrária tem propiciado uma série de políticas para esse setor, entre elas, a assessoria aos assentamentos rurais. Criado em 1997 para assessorar as famílias assentadas pelo INCRA, o Projeto Lumiar, objetivava viabilizar os assentamentos centrado no produtivismo e já nasceu com a marca da transitoriedade para suprir a demanda criada pelo aumento de assentamentos. Em 2004, o INCRA, lança a Ates. Comparada ao Lumiar, esse programa tem alguns avanços de concepção: leva em consideração os agroecossistemas, busca novos enfoques metodológicos e tem como norte a agroecologia. Temos como tese a evidência, no Lumiar e Ates, que, entre o ideal concebido e o real praticado existe um grande abismo. A conquista de uma assessoria efetiva aos assentamentos está em aberto, sua construção será um processo de longa duração, dependendo dos avanços e recuos da reforma agrária. Mas, um fator decisivo será a vitalidade dos estudiosos, entidades e movimentos em construir ações que conquistem a sociedade. ---------------------------------------------The return of the agrarian reform is in the bulge of the consequences of the modernization of agriculture in the moving one to the social and productive exclusion of parcels of the agricultural population that did not obtain to insert itself in the new social and productive dynamic. The alternative was to search forms to continue in the agricultural space. That exactly insufficient, the agrarian reform has propitiated a series of politics for this sector, between them, the assessorship to the agricultural nestings. Created in 1997 to assist the families seated for the INCRA, Project LUMIAR, it objectified to make possible the nestings centered in the produtivismo and already it was born with the mark of the transitoriedade to supply the demand created for the increase of nestings. In 2004, the INCRA, launches ATES it. Compared with the Lumiar, this program has some advances of conception: it takes in consideration agroecossistemas, it searchs new approaches metodológicos and it has as north the agroecologia. We have as thesis the evidence, in the Lumiar and ATES, that, between the conceived ideal and the practised Real a great abyss exists. The conquest of an assessorship accomplishes to the nestings in is opened, its construction will be a process of long duration, depending on the advances and jibs of the agrarian reform. But, a decisive factor will be the vitality of the scholars, entities and movements in constructing actions that conquer the society.
