Arranjo Produtivo Fumageiro Do Rio Grande Do Sul: Um Estudo Sobre Os Novos Cenários Competitivos

Abstract

O artigo analisa as especificidades e as estratégias competitivas do arranjo produtivo fumageiro, localizado na Região do Vale do Rio Pardo, Estado do Rio Grande do Sul. Historicamente, a cadeia produtiva fumageira é a atividade que dinamiza a economia regional. Porém, com o aumento das campanhas antitabagistas e a assinatura de acordos internacionais para controle do consumo de cigarros, estudos sobre concentração e dependência produtiva são necessários para que estas economias possam analisar oportunidades para promover a diversificação da produção. Neste sentido, o estudo baseou-se nas abordagens teóricas sobre arranjos produtivos locais e realizou entrevistas em profundidade com os principais agentes que atuam direta e indiretamente no arranjo fumageiro. A partir das entrevistas delineou-se o cenário atual da produção e consumo de tabaco, bem como as expectativas desses atores para o arranjo produtivo local na próxima década. Na opinião de todos os entrevistados, o consumo de cigarros tende a continuar elevado e a produção de tabaco permanecerá a principal fonte de renda para a região estudada, com poucas alternativas viáveis, considerando as especificidades geográficas, produtivas e culturais. ----------------------------------------------The paper analyzes the specificities and competitive strategies of the tobacco productive arrangement in the Vale do Rio Pardo region, located in Rio Grande do Sul State. Historically, the tobacco productive chain generates dynamism in the local economy. However, with the growing of anti-tobacco campaigns and the signature of international traits related to the control cigarettes consumption, studies about productive concentration and dependency are necessary to analyze opportunities to promote production diversification. In that sense, the present study is based on theoretical approaches about local productive arrangements, and in-depth interviews have been conducted with the main agents which act direct and indirectly in the tobacco arrangement. Departing from the interviews, we have delineated the scenario of currently tobacco production and consumption, as well as those actors’ expectations for the local productive arrangement in the next decade. The interviewers believe that cigarettes consumption tends to remain in high levels and tobacco production will continue the main source of income in the studied area. Few alternatives seem viable, considering the cultural, productive and geographical specificities.
