O Programa Empresário Rural À Luz Da Nova Pnater

Abstract

O objetivo deste trabalho foi fazer uma análise comparada entre o “Programa Empresário Rural” – Proer - desenvolvido pelo Senar (Serviço Nacional de Aprendizagem Rural) para pequenos produtores e trabalhadores rurais, e a nova Pnater (Política Nacional de Assistência Técnica e Extensão Rural) do Ministério do Desenvolvimento Agrário (MDA). Os dados analisados foram obtidos em fontes secundárias junto às instituições responsáveis pelo Programa e pela Política. Lançou-se mão do método dedutivo para análise comparativa, destacando-se os principais pontos de divergência entre os documentos em relação à questão da gestão de unidades de produção familiar. Estes pontos se constituem como recomendações para o aprimoramento de programas que privilegiem as especificidades e a importância da agricultura familiar no desenvolvimento sustentável do país.---------------------------------------------The purpose of this paper was do the analysis between the “Program Rural Owner” – Proer – developed by Senar (Serviço Nacional de Aprendizagem Rural) for small rural producers and rural works, and the new Pnater( Política Nacional de Assistencia Técnica e Extension Rural) in the Ministerial of Agrarian Development(MDA). This files was got in the secondary sources through the responsible institutions for the Programs and the Polices. It was used deduction methods for the comparative analysis, detaching the principal points of divergences between the documents regarding the question of administrations of the production familiar agriculture. This points consists as recommendation to the improve programs that privileging the specifications and the important of the familiar agriculture on the development rural sustainable of the country.
