Abstract

This report analyses how much open space, and particularly agricultural land, is utilized by photovoltaic plants which have been awarded the right to be subsidized within the framework of the Renewable Energies Act 2017. The research is based on individual data of successful bids in nine tendering rounds in the years 2015 to 2017. Additionally, data of all plants which have been put into operation until November 2017 are analysed. As a result from three tendering rounds in 2017, 939 hectares open space are expected to be utilized. 364 hectares presumably are agricultural land; this is similar to the years before. Due to incomplete data, it is impossible to estimate the amount of agricultural land that has actually been used for the construction of subsidized photovoltaic plants. In order to facilitate proper monitoring of the usage of agricultural land, data reported from photovoltaic plant operators should be prepared and controlled for plausibility in a better way.
