Kooperationen Im Gewässerschutz - Die Rolle Von Kooperationen Zwischen Wasserversorgungsunternehmen Und Der Landwirtschaft

Abstract

Aufgrund von anhaltenden hohen Nitratwerten im Grundwasser sind in Deutschland Kooperationen zwischen Wasserversorgungsunternehmen (WVU) und Landwirten zur Reduktion von Nitratausbringungen weit verbreitet. Die Tatsache der Freiwilligkeit von Kooperationen sowie die der zahlreichen politischen Änderungen im Bereich Nitrat lässt die Wirksamkeit solcher Maßnahmen jedoch in Frage stellen. Im Rahmen einer Analyse der aktuellen politischen Instrumente sowie einer qualitativen Expertenbefragung wurde die Rolle von Kooperationen aus Sicht der WVU untersucht. Für eine nachhaltige Senkung der Nitratwerte im Grundwasser sind strengere politische Reglementierungen notwendig. Kooperationen dienen derweil aufgrund ihrer Wirksamkeit lediglich als Kompromisslösung.
