Regionale Wohlfahrtseffekte der Gemeinsamen Europäischen Agrarpolitik

    Abstract

    Der vorliegende Beitrag untersucht die regionalen Wohlfahrtseffekte der Gemeinsamen Agrarpolitik (GAP) und erlaubt eine Analyse der verschiedenen Förderpolitiken. Dazu wird die gemeinschaftlich finanzierte Agrarpolitik einer äquivalenten Agrarpolitik bei nationaler Finanzierung gegenübergestellt. Zu diesem Zweck wird ein theoretisches Analysemodell erstellt, um die Transfers bzw. die Finanzierungsbeiträge der Regionen zu untersuchen. Mit Hilfe des Analysemodells wird gezeigt, welche Wohlfahrtseffekte die gemeinschaftliche Finanzierung der verschiedenen Agrarpolitiken haben. Als Agrarpolitiken werden dabei die Zahlungen der ersten Säule, die Zahlungen der zweiten Säule und die Marktpreispolitiken von 2000 bis 2006 untersucht. Als Untersuchungsregion dient das Bundesland Hessen bzw. dienen die Gemeinden des Bundeslandes Hessen. Die Analyse zeigt, dass die gemeinschaftliche Finanzierung im Vergleich zu einer nationalen Finanzierung der Agrarpolitiken für die erste Säule Wohlfahrtsverluste sowie für die Marktpreispolitiken und für die zweite Säule Wohlfahrtsgewinne generiert. Zudem zeigen die Ergebnisse, dass die regionale Verteilung der Nettotransferzahlungen in Hessen ein großes Nord-Süd-Gefälle aufweist.
