Abstract

La région baignée par le fleuve Tocantins a été le théâtre d'un très complexe et très dur processus d'occupation, à la fois par d'immenses latifundia, de grands projets d'infra-structures et quantité d'exploitations paysannes. Les conditions physiques, économiques et sociales dans, lesquelles vivent les paysans immigrés les réduisent très souvent à une simple subsistance. La lutte entreprise pour la défense de leur terre et la survie de leurs exploitations les a amenés à chercher l'appui des organisations syndicales, assurant de la sorte à celles-ci un certain dynamisme. Les pouvoirs publics, par ailleurs, démontrent très peu d'intérêt pour la petite production agricole, ainsi très marginalisée. Le Centre agraire se propose, en un effort assez original dans le pays, de regrouper dans un travail conjoint de recherche-formation et développement, quelques institutions gouvernementales plus sensibles aux problèmes ruraux et les organisations paysannes d'une zone d'environ 50 000 km2. La présente communication a pour but d'expliquer le fonctionnement du projet, sa programmation et ses premières répercussions. ----- The région watered by the Tocantins river has been the theatre of a very complicated and hard process of occupation both by immense latifundia, big infrastructure projects and by many peasant farms. The physical, economic and a social conditions in which the immigrating peasants are living, very often reduce them to a simple subsistence. The struggle undertaken to the defense of their lands and the survival of their farms has led them to look for the support of unionist associations.This search give them some vitality. Moreover, the authorities show very little interest for the small scale agricultural production, thus becoming very marginal. Within an enough inventive effort in the country, the Agrarian Centre proposes to regroup, in a joint work of research, training and development, some government institutions more sensitive to the rural problems andthe peasant organisation of a zone of about 50,000 sq km This paper aims to explain the functioning of the project, its programming and its first impacts.
