Abstract

Dans cet article, est justifié et présenté le travail réalisé par la Coopération Française en Dominique avec deux associations de producteurs. La justification d'un tel travail dépasse le classique argument de la délégation des tâches de la vulgarisation aux associations de producteurs. Il s'agit ici d'organisations spécifiques par l'engagement de leurs membres, auxquels on a souhaité donner un véritable rôle dans le développement agricole du pays. Dans les deux exemples étudiés ici on voit que le suivi de ces associations consiste en un dosage délicat de formation d'individus, de conseils de gestion, et parfois d'inten/ention directe. Les étapes à franchir qui d'un groupe non structuré mènent à une association efficace, capable de fonctionner de façon autonome doivent être soigneusement planifiées, l'association étant impliquée au pius haut point dans cet exercice. A défaut, on s'expose à des crises de développement qui peuvent être fatales à l'association. S'il peut être parfois nécessaire d'intervenir de façon directe dans leur gestion afin de conserver certains intérêts économiques, il faut s'assurer du caractère transitoire êt exceptionnel de cette intervention, et qu'elle ait bien été comprise comme telle par l'association. ----- In this paper, the work done by the French Cooperation (FTC) with two producers asociations is justified and presented. The justification of such a work goes beyond the classic argument of the task delegation of extension to the producers associations. Here the matter is about organization specific by the involvement of their members whom it has been whished to give a true role in the agricultural development of the country. In the two examples studied here, it is seen that the follow-up of these associations is a delicate proportioning of people training, management advising and sometimes of direct intervention The steps to go through and which from a non structured group leads to an efficient association, able to work by itself, have to be carefully planned, the association being very deeply implicated in this exercise. If not, there is a risk of development crises which may be disastrous for the association. If sometimes it may necessary to intervene directly in their management in order to preserve some economic interest, it is necessary to make sure the transitory and exceptional character of this intervention and that it has been understood as such by the association.
