Abstract

Fann programs are used to provide prices and income protection for fanners, but usually at a cost. Program instnnnents such as nonrecourse loans, target prices, and acreage reduction programs inevitably involve tradeoffs. By altering one instnnnent at a time, tradeoffs between prcgram objectives are more clearly identified and measured.
