The Economic Impacts of Off-Road Vehicles on Rural Economies: The Upper Great Lakes Case

Abstract

The Upper Great Lakes Region, composed of 119 contiguous, predominantly rural counties in northern Michigan, Minnesota, and Wisconsin,- has been subject to the same familiar trends as much of rural America during recent years. Among these have been low and even negative rates of population growth; higher than average unemployment rates; lower per capita incomes than neighboring urban areas';· and lagging medical, educational, and other services. At the same time, the recreational attractiveness of the region has made it one of the major national focal points for. the post-World War II growth in outdoor recreation, including the recreational use of off-road vehicles.
