Financement De L’Agriculture A Hauteur De 10% Du Budget National Selon Les Accords De Maputo : Quel Impact Sur Le Niveau De Pauvrete Des Menages En Milieu Rural Au Benin?

Abstract

Cet article utilise les données issues de l’Enquête Modulaire Intégrée sur les Conditions de Vie des ménages au Bénin (EMICoV) pour estimer l’impact du financement rural par le budget national tel que définis par les accords de Maputo sur la probabilité de pauvreté en milieu rural au Bénin. L’analyse s’est effectuée à partir du modèle de Datt et Jolliffe (2005). Les principaux résultats issus des analyses révèlent entre autres que la probabilité moyenne de pauvreté en milieu rural est d’environ 38% avec de très fortes valeurs dans les départements du Nord. Si le gouvernement avait mis en oeuvre l’accord de Maputo, la probabilité de pauvreté en milieu rural serait baissée d’environ 46% entre 2007 et 2011. Vu l’impact très positif du financement du secteur rural à hauteur de 10% du budget national, il urge pour l’Etat de mettre en oeuvre cette politique dans les années à venir.
