Evaluation économique de la dégradation de l’eau d’irrigation Etude de cas: La région de Korba

Abstract

Etant donné l’ampleur du phénomène de la salinité en Tunisie, sa prise en compte dans le calcul économique devient de plus en plus indispensable. il s’agit d’internaliser cette externalité à travers l’ajustement des coûts par la valeur économique de la dégradation. Le choix a porté sur l’une des méthodes d’évaluation dite indirecte : la méthode de productivité. Ce cadre d’analyse a requis l’estimationd’une fonction de production pour deux zones dont seule la qualité de l’eau d’irrigation diffère. En plus des facteurs de production, une variable dummy a été introduite pour caractériser la qualité de l’eau utilisée pour l’irrigation. Les résultats empiriques ont montré que l’augmentation de la salinité de 1%, engendre une diminution de la productivité de 15%, ce qui confirme les hypothèses de départ. (in English) Salinity is turned up to be the major problem of water resources in Tunisia. Given the magnitude of this phenomenon, including resource’s deterioration in the economic calculation becomes increasingly required. It is to internalize this externality through the cost adjustment by the economic value of degradation. The choice has focused on one of the so-called indirect methods of evaluation: the method of productivity. This analytical framework has required the estimation of a production function for two zones of which only the quality of irrigation water differs. In addition to production factors, a dummy variable was introduced to characterize the quality of water used for irrigation with a value of 1 indicating the state of degradation. Empirical results have shown that increasing the salinity of 1% causes a decrease in productivity by 15%, which confirms the initial assumptions.
