Compétitivité de la filière riz local au Togo: Une évaluation du taux de protection nominale, effective et du coût en ressource domestique

Abstract

The purpose of this study is to analyze the factors which influence the competitiveness of local rice in Togo in order to contribute to a better formulation of a rice policy. This analysis was done by a characterization of the actual situation of the local production and by the evaluation of the incentives of the state pricing policy as well as the production’s competitiveness. The approach of the Policy Analysis Matrix (MAP) or reference price was used. The analysis of the results shows, on the one hand, that the production of local rice in Togo exhibits a comparative advantage compared to imported rice and, on the other hand, that the public interventions favour the local production. Indeed, the local production benefits from an implicit protection even if this protection influences slightly rice imports. These results also indicate also that local rice is not competitive compared to the imported rice from the price point of view. It is one of the major weaknesses of local rice apart from its poor quality. The major asset is the financial and economic profitability of the local production.
