Domanda e offerta di competenze nelle province italiane. Aspetti economici e giuridici

Abstract

In questo scritto, si mettono dapprima in luce gli squilibri a livello locale tra domanda e offerta di competenze, nonché alcuni dei loro elementi determinanti, utilizzando un semplice strumento grafico, l'OECD Diagnostic Tool. Particolare attenzione è poi dedicata ad alcune considerazioni di policy relative alla promozione del matching tra domanda e offerta di competenze attraverso lo strumento dell'apprendistato e i servizi all'impiego. Vengono in particolare enfatizzate alcune criticità di natura giuridica, soprattutto delle aree meridionali, che rendono difficile l'attuazione di politiche particolarmente efficaci a livello territoriale.
