Productividad de la Educación Pública Superior Universitaria en Argentina 2000-2019

Abstract

El presente trabajo tiene como objetivo analizar y medir la evolución de la productividad del sector público en la educación superior universitaria entre 2000 y 2019 para la Argentina. Siguiendo las recomendaciones metodológicas propuestas por Atkinson (2005, 2006), los índices de productividad calculados para este trabajo muestran un deterioro entre 2002 y 2010, tanto con y sin ajuste por calidad, y luego se mantienen estables hasta 2019. Este comportamiento, se explica por un ritmo de crecimiento en el índice de insumos (gastos en educación) que supera el de la producción (egresados). Esto implica que se estarían destinando cada vez más recursos, lo cual no se traduce en mayor cantidad de egresados. La evidencia sugiere que el gasto en educación pública superior universitaria no sería eficiente. La acción del Estado para potenciar los efectos positivos asociados al capital humano en términos de productividad e inclusión, a través de la provisión de educación pública superior universitaria, sería limitada.
