Análisis de la evolución del financiamiento y gasto de la ANSES en el período 2008-2019

Abstract

Este documento de trabajo tiene por objetivo principal identificar y analizar la evolución tanto de las distintas fuentes de recursos como de las erogaciones de la Administración Nacional de la Seguridad Social (ANSES) desde la creación del Sistema Integrado Previsional Argentino (SIPA, 2008) hasta la actualidad. Se estudian tanto los componentes contributivos como los no contributivos. Al respecto, se observa cierto deterioro en la situación fiscal desde hace cuatro o cinco años, con un mayor agravante en los últimos dos. Esto se debe tanto a decisiones de políticas como al deterioro del mercado laboral que mermó considerablemente los ingresos del organismo. De todas formas, existen ciertas cuestiones que, si logran recomponerse en el corto y mediano plazo, permitirían encontrar los espacios fiscales para mejorar la situación del organismo, incluso con mejoras reales de los haberes, lo cual resulta menester en el contexto de envejecimiento poblacional que se avecina en las próximas décadas.
