O artigo discutirá a experiência histórica de implementação de uma ativa e estruturante política governamental no Brasil, que logrou construir uma continental rede nacional de telecomunicações e procurará apontar alguns desafios que se colocam para o País, a partir do rápido processo de privatização e constituição de um novo marco regulatório para o setor. Apresenta-se o novo papel a ser desempenhado pela infra-estrutura de telecomunicações, que é, a um só tempo, fator de integração regional e social e elemento sistêmico de competitividade, procurando apontar alguns cenários para o setor.
