Kann Offenheit geplant werden? Ein Essay über die zeitliche Dimension in der räumlichen Planung

Abstract

Stadtplanungsprozesse bewegen sich im Wirkungsverhältnis sich ständig ändernder globaler, regionaler und lokaler Dynamiken. Prozesse daher aus der zeitlichen Perspektive zu betrachten, kann ein Schlüssel zum Verständnis dieser komplexen Sinnzusammenhänge sein. Obgleich in der Planungspraxis der Faktor Zeit noch vorwiegend ignoriert wird, experimentieren einige Ausnahmen wie beispielsweise Rapid Planning oder Slow Urbanism mit ihm. So werden Planungsprozesse entweder beschleunigt und vereinfacht oder gedehnt und offen gestaltet. Im Fokus dieses Essays steht die Untersuchung der langsamen, prozessoffenen Entwicklungen von Kreativquartieren in München und Hamburg. In beiden Fällen werden mithilfe der zeitlichen Dimension Pfadabhängigkeiten in der Aushandlung und Gestaltung städtischer Räume nachvollziehbar gemacht.
