Praktische Erfahrungen mit zASB in der Planungsregion Düsseldorf

Abstract

Bei der Fortschreibung des Regionalplans Düsseldorf werden erstmalig die mit dem neuen Landesentwicklungsplan NRW geforderten "Zentralörtlich bedeutsamen Allgemeinen Siedlungsbereiche (zASB)" ausgewiesen. Hierbei handelt es sich um Siedlungsbereiche, die über ein räumlich gebündeltes Angebot an öffentlichen und privaten Dienstleistungs- und Versorgungseinrichtungen verfügen. Um innerhalb der Planungsregion diese hinreichend gut ausgestatteten Agglomerationen von Infrastruktureinrichtungen zu identifizieren, wird eine Kern-Dichte-Analyse durchgeführt und die so vorerhobenen Einrichtungscluster mit Hilfe eines eigenen Kriterienkatalogs bewertet. Auf der Grundlage der Analyseergebnisse werden anschließend die zASB in Abstimmung mit den Kommunen planerisch festgelegt. Im weiteren Regionalplanverfahren werden die zASB bei der weiteren Siedlungsbereichsplanung berücksichtigt.
