Windkraft und Tourismus: Planerische Erfassung der Konfliktbereiche

Abstract

Auswirkungen von Windkraftanlagen auf touristische Nutzungen werden unterschiedlich eingeschätzt, es sind diverse Erwartungen oder Befürchtungen damit verbunden. Dieser Beitrag arbeitet die Möglichkeiten auf, wie touristische Aspekte bei der Planung von Windenergieanlagen berücksichtigt werden können. Mithilfe aktueller fachlicher und politischer Rahmenbedingungen werden erste Anknüpfungspunkte dargestellt. Da neben den "harten", fachlichen Belangen auch "weiche" Faktoren wie Akzeptanz und subjektive Empfindungen eine Rolle spielen, werden anhand von Befragungen und Studien touristische Aspekte aufgezeigt, die bei der Planung von Windkraftanlagen zum Tragen kommen können. Schließlich werden Gerichtsurteile als objektiver Maßstab bei der Abschätzung der Wechselwirkungen von Windkraft und Tourismus ausgewertet. Der Beitrag zeigt abschließend - als Diskussionsgrundlage - Handlungsempfehlungen für die Bewertung der Auswirkungen auf touristische Einrichtungen bei der Planung von Windkraftstandorten auf.
