Distribucija okolišnih troškova i koristi

Abstract

U ovome radu analiziramo i promatramo troškove i koristi okolišnih politika. U radu se razmatraju povijesne i trenutne emisije onečišćenja s globalnim utjecajem i posljedice istih. Naime, od antropogenog onečišćenja posljedice osjećaju svi na zemlji, ali je distribucija koristi i troškova, kojoj je posljedica onečišćenje, asimetrično. Trenutno, ali i tijekom povijesti, najrazvijenije zemlje zaslužne su za većinu globalnog antropogenog onečišćenja, uz trenutni (ali ne i povijesni) priključak većih zemalja u razvoju (Rusina, Kina, Indija, Brazil). U isto vrijeme, razvoj novih tehnologija, koje bi trebale biti zamjena postojećim „prljavim“ tehnologijama, također je asimetrične prirode, tako da bi, uz asimetričnu distribuciju koristi, korištenjem „prljavih“ tehnologija, mogli doći do situaciju u kojoj bi, da bi zadovoljile okolišne ciljeve, zemlje u razvoju trebale uvoziti tehnologiju koju nisu kreirale, od nje nemaju direktne koristi kreiranja i prodaje visoke tehnologije, a morat će sudjelovati u cijeni razvoja istih (putem uvoza čija cijena uključuje i troškove istraživanja i razvoja). Na ovaj bi se način razlike u stupnju razvijenosti još više produbile, a posljedice ovakvog procesa u ekonomskom i društvenom smislu nepoznate su.
