Razvojni potencijali i izazovi za javno zdravstvo u Hrvatskoj

Abstract

U ovome radu analizira se uloga javnoga zdravstva u europskim zemljama s posebnim naglaskom na financijske aspekte. Uloga države u zdravstvenome sustavu opisana je u strateškim dokumentima: Nacionalnoj strategiji razvoja zdravstva 2012 .- 2020. i Health 2020 - novom okviru zdravstvene politike u europskim članicama Svjetske zdravstvene organizacije (WHO). Glavni dio rada je analiza stajališta hrvatskih građana o ulozi države u zdravstvu, efikasnosti i zadovoljstva zdravstvenim uslugama. Također su istražena kratkoročna očekivanja od zdravstvenoga sustava i viđenje razine zdravstvene zaštite u budućnosti, te na kraju stajališta o položaju starije populacije naspram zdravstvenoga sustava. U analizi se koristi baza podatka 4. runde Europskog društvenog istraživanja (ESS) provedenoga u Hrvatskoj krajem 2008. i početkom 2009. godine. Rezultati ocrtavaju velika očekivanja od države kada je riječ o osiguravanju zdravstvene zaštite za bolesne; skoro svaki drugi ispitanik može se svrstati u kategoriju nezadovoljnih trenutnim stanjem zdravstvenih usluga; većina građana smatra da je pružanje zdravstvenih usluga neefikasno, a značajan dio očekuje pad razine javne zdravstvene zaštite u budućnosti.
