Kontraciklična monetarna politika u Hrvatskoj

Abstract

U otvorenoj ekonomiji nemoguće je istodobno postići: fiksni (stabilni) devizni tečaj, slobodu međunarodnih tijekova kapitala, aktivnu samostalnu monetarnu politiku i financijsku stabilnost. Zemlja može izabrati dvije „ponuđene“ opcije, dok joj istodobno preostale dvije nisu dostupne. Alternativno, monetarna politika može ostvariti nešto niži stupanj ograničenja ako se usmjeri na jednu opciju kao dano ograničenje koje se dugoročno ne mijenja (stabilnost deviznoga tečaja), a preostala tri izbora/varijable kratkoročno optimizira kombinacijom tradicionalnih instrumenata monetarne politike sa simultanim mjerama u domeni prudencijalne politike, monetarnih i kapitalnih kontrola te masivnoga povećanja međunarodnih pričuva radi veće otpornosti u slučaju valutne krize. Radom se istražuje u kojoj mjeri je ovakva praktična kombinacija izbora strana nemogućega trokuta/četverokuta prisutna u monetarnome sustavu Hrvatske te u kojoj mjeri je monetarna politika uspjela djelovati kontraciklično u godinama recesije, a s obzirom na faktore ograničenja na strani ponude i potražnje za kreditima te dugoročnu usmjerenost na stabilnost deviznoga tečaja kao sidra za očuvanje cjenovne i financijske stabilnosti.
