Abstract

In 2011, the then US Under Secretary of State for Economic, Energy, and Agricultural Affairs, Robert Hormats, published many articles and gave speeches on different occasions, emphasizing the concept of competitive neutrality. He stated that existing international economic rules should be updated and adjusted so that competition would be free from the interference of external factors, and the weakness in existing international economic rules, which were unable to guarantee a level playing field for state-owned enterprises and private enterprises, would be mitigated. The concept of competitive neutrality spread like wildfire and became a hot international topic.
