PlaNet Finance China: New Models of Microfinance in Tongwei

Abstract

In November 2010, Gabrielle Harris, Executive Director of PlaNet Finance China, a representative office of the international non-governmental organisation (NGO) PlaNet Finance, was reading an article reviewing the development of the Zhōngguó Wǔnián Jìhuà, China's 12th Five-Year Plan (2011–2015). While China increasingly “considers its developement strategy more from a global” viewpoint, it seeks to “rebalance economy, environmental and social performance, and to reflect a global perspective.” As Gabrielle watched the flocks of pigeons flying around in Beijing's winter sun, she reflected with satisfaction on the relevance of PlaNet Finance's two largest projects to China's most recent and upcoming Five-Year Plans. Both plans emphasised the importance of increasing per capita income, green development, dealing with climate change issues, fostering independent innovation and closing the gap between the rich and the poor as well as between rural areas and the fastest growing urbanised regions (See Exhibit 1).
