Abstract

After the independence of the four republics (Slovenia, Croatia, Bosnia and Herzegovina, and Macedonia), the remaining two republics Serbia and Montenegro formed the Federal Republic of Yugoslavia (FR Yugoslavia). Since the second half of the 1990s the relations between Serbia and Montenegro have been awkward. The two republics formed a state union called “Serbia and Montenegro” in March 2003, but it was only temporary. At that time the EU did not want small countries to emerge any more in the Balkans, but it could not stop Montenegro's impetus for independence. In June 2006 Montenegro became independent after a referendum…
