Compliance Mechanisms in Global Climate Regimes: Kyoto and Post-Kyoto

Abstract

We discuss compliance mechanisms in global climate regimes focusing on both the Kyoto Protocol arrangements and what might follow post-Kyoto. Much of the literature on compliance more generally focuses on severity of penalties and mechanisms for determining compliance in terms of the interpretation of agreements. In Kyoto, elaborate procedures exist but are largely for the resolution of disputes over procedural issues in measurement of emissions, so that penalties are not centrally discussed. Weak enforcement seems to be the result and the challenge post-Kyoto will be to strengthen these mechanisms.
