Abstract

This chapter examines the reform of public procurement in emerging economies using public procurement reform in Kenya as a case study. Primary data were obtained from interviews of knowledgeable individuals. Secondary data were mostly collected through review of available literature on public procurement in emerging economies, the UNCITRAL Model Law and the WTO literature on public procurement. Based on the findings relating to procurement reform, this chapter study recommends that institutional and regulatory frameworks need to be revised and harmonized with other laws; suppliers need to be empowered; training of procurement staff must be given priority as well as better systems of remuneration be developed; political and other interests need to be addressed, and key stakeholders must be allowed to play an increased role in public procurement.
