Abstract

Zusammenfassung Die Autorin untersucht den „nutzerzentrierten Ansatz“ („user-centered approach“, UCA), der als Abhilfe für die angebotsseitige Dominanz bei der Erbringung von Dienstleistungen vorgeschlagen wird, und legt dabei besonderes Augenmerk auf die „Befähigung“ der Dienstleistungsnutzer. Zunächst werden konzeptionelle und analytische Ansätze zur Transaktion und Inanspruchnahme von Dienstleistungen vorgestellt, gefolgt von einer Artikulation und Klassifizierung der Art von Dienstleistungen und Vermutungen über 2 Arten von Fehlern. Zweitens werden bei der Erörterung der Wirksamkeit der UCA-Modelle (Koproduktion und Selbstmanagement) Typologien der Nutzer-Anbieter-Beziehungen und der Nutzerhandlungsfähigkeit vorgestellt. Drittens werden konzeptionelle Unterscheidungen zwischen und empirische Illustrationen der Aktivierung und Entwicklung der Nutzerautorität geliefert und mit verschiedenen Arten von Empowerment-Interventionen in Verbindung gebracht. Auf der Grundlage dieser Argumente wird eine implizite Phasentheorie der Nutzerautonomie vorgestellt: Pre-Outreach → Outreach → Beratung → Consulting → Unabhängigkeit (volle Autonomie).
