Measuring the Distance to 2030 Targets in China and East Asia Imperatives

Abstract

This paper compares the performances of China and ASEAN in achieving the Sustainable Development Goals (SDG). It does so by analyzing UNSTATS data from 22 different indicators across five policy areas: poverty, infrastructure, natural resource management, sustainable production and consumption, and resilience. The quantitative measurement study is complemented by an analysis of the economic, political, environmental and social factors driving the results of China. Overall, it seems that compared to the ASEAN member states, China is doing particularly well on poverty reduction, infrastructure development, and resilience, which is in line with the fact that these policy areas have long been priority areas of the Chinese government. It has a longer distance to travel in the areas of natural resource management and sustainable consumption and production. Many of the issues discussed here are trans-boundary in nature, and there is ample room for regional cooperation.
