Der Pakt für den öffentlichen Gesundheitsdienst – eine Zwischenbilanz aus Sicht der Praxis

Abstract

Zusammenfassung „Die Gesundheitsämter in ganz Deutschland werden personell aufgestellt, modernisiert und vernetzt“ – mit dieser Kernaussage haben die Gesundheitsministerinnen und -minister von Bund und Ländern den am 29. September 2020 geschlossenen „Pakt für den öffentlichen Gesundheitsdienst“ zusammengefasst. Bis 2026 stellt der Bund hierfür € 4 Mrd. für Personal, Digitalisierung und moderne Strukturen zur Verfügung. Im nachfolgenden Beitrag wird eine Zwischenbilanz aus Sicht der Praxis gezogen, zumal inzwischen nahezu die Hälfte der Laufzeit des Pakts für den öffentlichen Gesundheitsdienst abgelaufen ist. Hierbei werden die Beiratsberichte des Beirats „Pakt ÖGD“ und die geschaffenen rechtlichen Grundlagen beleuchtet. Nicht erst durch Corona hat der öffentliche Gesundheitsdienst erheblich an Bedeutung gewonnen, sodass auch die Politik die Notwendigkeit der Steigerung des Personalaufbaus, der Digitalisierung und der Steigerung der Attraktivität erkannt hat. Der vorliegende Beitrag soll zu dieser Problematik von höchster Relevanz eine Bestandsaufnahme leisten.
