Abstract

Zusammenfassung Als eine der besten Gelegenheiten einen Smart-City-Strategieprozess anzustoßen kann sicherlich die Veröffentlichung eines entsprechenden Förderprogramms gelten. Denn im Wettbewerb um knappe kommunale Haushaltsmittel haben Strategievorhaben im Gegensatz zu beispielsweise Infrastrukturprojekten den Nachteil, dass dem Mittelaufwand kein direkt sicht- und anfassbarer Nutzwert gegenübersteht, weshalb Strategievorhaben in Haushaltsverhandlungen häufig das Nachsehen haben. Ergänzend tritt die Problematik hinzu, dass die Themen Digitalisierung und Smart City vielfach noch immer haushälterisch als eigenständige freiwillige Aufgabe und nicht etwa im engen Zusammenhang mit der originären pflichtigen Fachaufgabe gesehen und daher als verzichtbar bewertet werden.
