Abstract

Zusammenfassung Der „Target-2-Saldo“ sind die Forderungen bzw. Verbindlichkeiten einer nationalen Zentralbank gegenüber der EZB, die im Zuge der Abwicklung grenzüberschreitender Zahlungen über das Zahlungsverkehrssystem „Target-2“ entstehen. Im Zuge der Eurokrise sind die Target-Salden zu einem öffentlich diskutierten Streitpunkt geworden. Denn es geht um überbordende Geldüberweisungen vom Süden in den Norden der Eurozone. Diese entstehen dadurch, dass die EZB den Banken der Krisenländer und ihren Kunden ermöglicht, sich unter Verwendung immer schlechterer Sicherheiten immer mehr Geldmittel von ihren jeweiligen Zentralbanken zu leihen – um damit im Norden Güter zu kaufen oder Geldanlagen zu tätigen.
