Abstract

Zusammenfassung In diesem Kapitel wird beschrieben, wie die Einführung einer europäischen Währung und insbesondere eines gemeinsamen europäischen Faktormarktes zur Entstehung europaweiter Externalitätsprobleme führt. Das Konzept der Interdependenzen, auf dem der Neofunktionalismus aufbaut, ist daher im Falle der EU obsolet. Nach dem republikanischen Paradigma erfordern europaweite Externalitätsprobleme europäische Institutionen, um diese Probleme zu regeln. Mögliche Lösungen sind zum Beispiel ein größerer europäischer Haushalt, eine europäische Arbeitslosenversicherung, EU-weite Anlageprodukte für Privatkunden inklusive Euro-Bonds, eine Finanztransaktionssteuer und europaweite Lohnverhandlungen. Diese Lösungen bedürfen jedoch eines politischen Konsenses.
