Abstract

This chapter presents the introduction of the book. The chapter discusses the motivation for writing the book, the techniques used to answer the questions posed, and how it is structured. The South African fiscal policy indicators, such as government debt and the budget deficit, have worsened unabatedly post-2009 compared to pre-2009. And yet both nominal and real output growth, investment growth, the unemployment rate, and income inequality have worsened. This disconnect between fiscal policy and key macroeconomic outcomes post-2009 motivated us to explore the effects of fiscal policy on selected macroeconomic indicators. The book explores why fiscal policy effectiveness has been so dismal post-2009 compared to pre-2009. What makes the conduct of fiscal policy and macroeconomic outcomes pre- and post-2009 so distinct? What lessons and policy recommendations can we deduce using various statistical and econometric techniques?
