Abstract

The chapter discusses the impact of the pandemic caused by covid-19 on the Spanish health and long-term care systems, and the difficulties of the intergovernmental relations model in providing fast and effective responses to the issue. Based on the description of this context, it shows how the Health and Social Consortium of Catalonia, an associative public body tackled the crisis based on its principles of social responsibility, adopting internal reorganisation measures, and establishing guidelines for on-going coordination with partner organisations.
