Abstract

Part XI, this chapter, the non-state sector, the Micro, Small Medium Enterprises (MSMEs), is recognized as a contributing factor to economic growth. Although there have always been private entrepreneurs in Cuba, it was not until September 2021; the sector expanded because of new regulations and the increase in permitted occupations (from approximately 200 to 2,000). This chapter features an interview with one of Cuba’s most well-known entrepreneurs, Marta Deus. The chapter illuminates the many challenges the sector faces, including new regulations and the problems created by the U.S. blockade. These trade sanctions are especially problematic in terms of financing and banking, and the need for technology access for the entrepreneurs. Ms. Deus also speaks of the necessity for specific laws for taxes and labor codes for the MSMEs. It is a wish-list, but it also represents the current struggles of the burgeoning sector. Ms. Deus is the founder of three business ventures on the island. Many consider her a strong representative of the MSMEs in part owing to the success of her companies, the events she organizes, and the magazine she publishes for the entrepreneurs. Her company, Mandao, a food delivery service founded during the pandemic, grew from servicing just Havana to expansion across the country.
