Interview with Andrei Guskov, Russian Ambassador to Cuba

Abstract

Scholars have said (Feinberg, R., 2016) it is difficult to present a clear picture of foreign direct investment (FDI) in Cuba because of a lack of access to both data and interviews with Cuba’s officials and executives. Part One: Government attempts to resolve some of those questions by examining the various perspectives of officials from Cuba and abroad. Collectively, these show the possibility for dialogue, cooperation, and negotiation between different systems of governments and their representatives. In this chapter, I interviewed the Ambassador of Russia to Cuba, Andrei Guskov, who serves concurrently as the Plenipotentiary Ambassador to the Commonwealth of the Bahamas. The Russian Federation is one of Cuba’s largest trade partners. This interview occurred in early August 2022. In this conversation, we discussed trade, economic, and investment cooperation between Russia and Cuba, Russia’s assessment of Cuban economic reforms in 2021 in terms of trade and economic development, its exports to Cuba, and how cooperation between the two nations functions under sanctions. We also discussed how nations that choose an independent path to protect national interests will more than likely face the punishment of U.S. sanctions, a situation endured by Cuba for the last 60 years.
