Abstract

The chapter argues that the Caribbean debt situation is unique among middle-income countries and despite efforts at fiscal consolidation, the debt burden remains stubbornly high. The text also demonstrates that there is considerable heterogeneity in the debt burden and structure among the economies of the subregion. The chapter then identifies the factors that fuel high debt and links these to a number of vulnerabilities that the region must address over time. The chapter concludes with a discussion of proposals aimed at debt reduction by the Commonwealth Secretariat, The World Bank, and the Economic Commission for Latin America and the Caribbean (ECLAC).
