Laws for the Right to Work of Disabled People: The Italian Experience

Abstract

In Europe people with disabilities face very low employment rates and are strongly linked to disability benefits. The flexicurity approach, that involves the combination of Active Labour Market Policies and social protection systems, is likely to have positive effects on their employment. We present a case study which focuses upon Italian regional labour market for the period 2006–2011 in order to examine the impact of flexicurity in the employment of disabled people. We first verify by means of three flexicurity indices that Northern and Central regions show a higher degree of flexicurity than Southern regions. Then, by estimating an augmented matching function we highlight that flexicurity produces a positive effect on Italian regions’ ability to find employment for disabled people.
