Abstract

In this chapter, we study the trade-off between the income gains and the inequality costs of import tariff liberalization. The patterns of gains from trade, with winners and losers within and across countries, and the patterns of the distribution of those gains, with pro-poor and pro-rich biases, point toward the existence of potential trade-offs in trade policy. The goal of this chapter is to establish whether such trade-offs exist, to assess them, and to quantify them across least developed and developing countries.
