Evolution of a Digital Library: Testing the Limits of Universal Collecting at the Library of Congress

Abstract

This article provides an example of the complexity of management in all its various stages and aspects, starting from the initial creation of a digital library as a prototype. The author describes the management difficulties involved from the very birth of the idea, to more structural and developmental phases, which were strongly related to the progress of new technology. There were several difficulties in the accomplishment of this project, including technical problems related to technological evolution at the time, as well as the justification of this project, not having precedents, and related trouble with funding. Another problem was the definition of objectives for the staff working on this project, who, not having precedents, were unable to clearly define their goals. Last but not least, human resources presented a problem, wherein the creation of teams was not clearly organized and thus created backlogs within the organizational structure.
