Abstract

Paper addresses the new industrial policy of the European Union through the lens of human capital in the EU Member States. The analysis is conducted on the national level. Its goal is to reveal which EU countries are best prepared to implement the industrialization strategy in terms of their human resources. The authors examine the educational systems, their structure and quality, as well as employees’ profiles and skills to determine which are the most relevant in terms of implementing the EU industrial policy. The problems identified in this paper include the necessity for national education systems restructuring in order to meet the Policy’s goals for local labour markets, and the threat of increased emigration from those countries which will fail to reach them.
