Utilizing Information and Communication Technology Systems for the Formation of National Security

Abstract

Theoretical and methodological issues are evaluated concerning the role and impact of information and communication technology (ICT) systems on Ukraine’s national security through the conceptualization of the information society. This chapter examines the utilization of global communication networks, the transborder nature of the information society (i.e., specific to various types of destructive phenomena), and information risks and threats that pose a challenge to Ukraine’s national security. Specific concepts are outlined to comprehensively address the problems associated with ICT systems. Legislative and regulatory support must be prioritized to counter cyberattacks targeting critical infrastructure and any aspect of civil society. Four protocols are recommended for using ICT systems in matters related to national security. The exploration of national security is introduced by drawing on literature and government documents. A wide array of challenges related to safeguarding information and fostering the development of an information society is investigated. Proposing an ICT-friendly information society entails establishing a top-down ICT structure as well as embracing a bottom-up approach for Ukraine’s national security, which would prove highly advantageous. Policymakers must acknowledge the potential harm that certain decisions may pose, especially concerning scientific and technological advancements and ICT innovation. Implementing these measures should motivate Ukraine’s national security apparatus to mitigate security concerns at a macro level. It should enhance the legal culture of an information society in terms of safeguarding information and information media (e.g., via the internet) and foster effective cooperation among various public entities and authorities. Ultimately, these steps are aimed at strengthening the country’s security infrastructure and creating an ICT-compliant information society conducive to economic growth and development.
