Abstract

There is a need to identify an Islamic solution to address protracted build-neglect-rehabilitate vicious circle in Irrigation and Drainage (I&D) infrastructure. Out of a one-size-fits-all mindset, the public–private partnership (PPP) business model, vis-à-vis the traditional government agency model, is championed for viability. Indeed, the Trio of Performance Area comparison indicates the outperformance of PPP over government agencies. However, the PPP business model fails in many aspects of the governance performance area. More importantly, the PPP business model does not tackle the affordability issue for smallholders; in fact, it may exacerbate rural poverty by leading to land and water grabbing by the elite. Four-pronged performance assessments – affordability plus trio of performance – suggest the Waqf business model for I&D sector, with small and flexible infrastructure, as a solution to tackle the build-neglect-rehabilitate vicious circle.
