Abstract

In this chapter, originally a lecture delivered in Oxford in 1952, Kahn analyses the genesis of the international institutions created at Bretton Woods to regulate jointly international trade and exchange rates in order to cope with the diverse economic needs of both the developing and the developed countries. Focusing on the Articles of Agreement of the IMF and the GATT, Kahn discusses free trade, its advantages and disadvantages as well as the relative merits of retaining partial restrictions on imports, constructively administered at the international level, in the interest of convertibility, stable exchange rates and the orderly growth of international trade.
