Abstract

These two chapters, by Curtice and Artis, look at aspects of EMU membership. Curtice addresses the question ‘Will we, won’t we?’ while Artis asks’ should we, shouldn’t we? ‘In these comments I focus mainly on Chapter 7 (Artis), but would first like to offer one or two general comments on Chapter 8 (Curtice). Whether a plebiscite on EMU membership can be won may depend on the question asked. ‘Do you support the government’s recommendation?’ is a very different question from ‘Do you want to join?’ Second, it is impossible to fail to notice that in Germany public opinion became favourable only shortly before the euro became a reality. Does this suggest that the existence of the euro on the Continent may make the British less sceptical? But now to the economic issues.
