Sudan: Toward a Strategic Vision for Peace and Development

Abstract

This chapter proposes a development vision for Sudan. Given the current extreme conditions of raging civil war and declining economic fortunes, political and economic reforms that bring internal peace, minimize risks, and achieve basic macroeconomic stability and structural reforms are proposed as essential components of the strategy. Complementary components of the strategy include measures for moving from stabilization to sustained growth, with an emphasis on the key role of external support in consolidating internal reforms; measures for strengthening the institutions and policies required to achieve agricultural transformation, economic diversification, and flexibility against external and natural shocks; initiatives to foster regional cooperation and complementarities; and efforts to redefine the role of the state under the new development paradigm given the economic and social conditions prevailing in Sudan.
