Abstract

For several decades the role played by small and medium-scale enterprises in the development process has attracted a great deal of interest among scholars and practitioners. One of the milestones was a report from an ILO Kenya Mission (ILO, 1972), which first introduced the label of ‘informal sector’. The report was driven by concern about the role played by SMEs in alleviating poverty, but it also made some assertions on their growth potentiality. Since then, many more studies have been produced on small and medium enterprises and on the impact they have on the economic systems.1
